S.C. Myers & Associates, Inc. (SCM&A) has been working with Earth Tech, and its predecessor ICF-Kaiser, since 1998 at DCWASA’s Blue Plains Advanced Wastewater Treatment Plant. Earth Tech is one of the Project Managers at Blue Plains. DCWASA has a large capital improvement project at Blue Plains to up-grade facilities and capacity. Earth Tech is an integral part of this endeavor.

SCM&A’s primary function is to prepare independent check estimates for Proposed Change Orders (PCO’s) for the projects managed by Earth Tech. These estimates are used in change order negotiation with the Prime Contractors, SCM&A also provides negotiation support, cost studies and analyses, as required.
