As cost consultants to the Huntington District of the U.S. Army Corps of Engineers (USACE),
S.C. Myers & Associates, Inc. (SCM&A) was responsible for developing a Baseline Cost estimate for the construction of a waterfront park along the Ohio River, in Pt. Pleasant, West Virginia. The task was completed utilizing the MCACES Gold cost estimating system. The area is being used as a boat dock for local fishermen and the Corps of Engineers was asked to convert the area to a waterfront area that could serve as a recreational spot for families as well as a commercial area for local residents and businesses. Using the Corps’ MCACES Gold cost estimating software, the WBS, Code of Account (COA), USACE’s estimating regulations, and the Davis-Bacon labor rates, SCM&A developed the baseline and detailed cost estimate. |
