As a cost consultant to the U.S. Army Corps of Engineers - Transatlantic Region (USACE) Trans- Atlantic Division, S.C. Myers & Associates, Inc. (SCM&A) provided cost engineering services, as part of the construction management for a new facility to store fissile materials from dismantled nuclear weapons near Oziorsk, Russia. The facility included a main storage building and more than 20 separate supply buildings. The design-build project was completed in two phases, with a storage capacity of approximately 50,000 containers of materials recovered from nuclear weapons. The storage facility is a joint effort that included the Defense Department and Russia’s Ministry of Atomic Energy, the Mayak Production Association, the U.S. Army Corp of Engineers, and Bechtel Corporation.

SCM&A provided professional services to develop the pre-final and final cost estimates for procuring, packaging, and shipping of non-standard and specialty equipment and materials. SCM&A’s tasks also included research of required equipment, review of local code and requirements, review of international standards, identification of manpower needs, review of specifications, and estimating the cost of acquisition and shipment of the equipment.
