SCMA was established in 1988 as a construction / cost management firm to serve government agencies, architectural and engineering firms, and developers. Since then, SCMA has become a leader in providing construction / cost management, value engineering, A/E and environmental support services. Our emphasis on providing quality services, within budget and on time, has rewarded us with steady growth. In 1993, SCMA was certified by the Small Business Administration 8(a) program. SCMA is also certified as a Minority Business Enterprise (MBE) by Montgomery County Parks and Planning Commission (MNCPPC) and most state, county, and city agencies in the northeast.

At SCMA every project, regardless of size is a priority from inception through completion. Each project team is carefully selected to ensure superior technical qualifications and smooth completion of tasks. We have an advanced computer support system that includes the latest versions of project management and estimating software applications.

Our Quality Assurance / Quality Control (QA / QC) Program is designed to ensure that the technical and presentation requirements are held to the highest standards. Our Conflict of Interest (COI) program is designed in conformance with FAR to ensure that potential conflicts are identified and addressed prior to the start of a project.
