CHARLES KUMI
Chief Operating Officer/General Manager/Construction Manager

Mr. Kumi is a Senior Construction Manager with more than twenty-five years of technical and management experience. He has been serving as the Chief Operating Officer and General Manager (COO/GM) of the corporation since 1998. He is responsible for managing the day-to-day activities and also responsible for the overall administration of the corporation.  He is responsible for the design, operation, and improvement of all the systems within the corporation. He has been involved in building the foundation of the current organization as well as crafting and executing the organization’s continued growth.  He has been providing energy and guidance necessary to motivate staff throughout the organization.  He also serves as the primary interface with external constituents.

In addition to his COO/GM duties, he has managed several construction management and cost estimating projects for both public and private clients.

 

SYLVESTER C. MYERS
President

Mr. Myers is a Senior Cost Engineer with more than 30 years of cost management experience on USACE, HUD, GSA and other government projects. His areas of expertise include program/project management, construction cost consulting, budget, claim analysis, scheduling, change orders, and value engineering. Mr. Myers has served as the East Coast and Europe Regional Director of the Association for the Advancement of Cost Engineering International (ACCEI). He served as the Chief of Cost Estimating Section and Construction Division for the Army’s Corps of Engineers Middle East Division, where he was responsible for military construction contracts valued at $16 billion. He served as the Office Engineer and Civil Engineer on $200 million USACE’s construction projects in Huntington, West Virginia. He provided project management, cost engineering, and scheduling services to HUD on more several housing renovation and community rehabilitation projects. He provided cost and schedule estimating services to GSA on embassy construction in 26 countries, valued at $2.5 billion. He has extensive experience with MCACES and other cost estimating/management software packages. He maintains a Top Secret Security Clearance.

 

THOMAS J. MEANY
Vice President

Mr. Meany is a registered professional engineer and a senior claim analyst with more than 30 years of construction industry experience in the areas of claim analysis, construction management, cost control, design, scheduling, and value engineering. He has extensive construction claim experience with facility, building and transportation projects. Tom has been called upon to investigate and testify as an expert witness in formal claims litigation for both owners and contractors.  He recently completed a major claim dispute that involved the Virginia Department of Transportation (VDOT) and a prime contractor on a transportation contract.
